Is titanium dioxide bad for you? Two regulators, two answers
Titanium dioxide is a white pigment used to make icing, chewing gum and sauces opaque, and the honest answer to the question is that two regulators looked at the same substance and decided differently. The EU removed it from its list of permitted food additives on 7 February 2022; the US still permits it at up to 1% by weight.

What titanium dioxide is and what it does in food
Titanium dioxide is a mineral pigment whose job in food is opacity. It is the reason white icing reads as solid white instead of translucent, the reason a sugar shell hides the dark sweet underneath it, and the reason a dressing looks like a uniform emulsion. In Europe it carries the number E171.
Opacity is a formulation goal rather than a flavour one, which is why the substance clusters in a predictable set of products. A coating that scatters light evenly covers whatever colour sits beneath it, so confectionery shells, chewing gum, decorative icing and some sauces and dressings are where a white pigment earns its place on the ingredient panel.
Quantity is written into the US permission itself. The figure below is the ceiling in the regulation, not a measurement of any particular product, and no ingredient panel in either market prints how much of a colour a recipe actually holds.

Where the EU and the US split, in the actual documents
The split is documented rather than rumoured. Titanium dioxide was removed from the EU list of permitted food additives by Regulation (EU) 2022/63, effective 7 February 2022. It is still permitted in the US at up to 1% by weight of the food, under 21 CFR 73.575. Both statements are current as of 10 August 2026.

The word banned does more work than the document does. Under a positive-list regime, an additive may be used only while it appears on the permitted list, so removing the entry withdraws an authorisation. That is an administrative act with a date attached, and it is a different kind of statement from a finding about a person who ate the icing.
What a disagreement between regulators does and does not mean
A divergence between two regulators is normal and is not itself evidence about the substance. Agencies answer different statutory questions, run reviews on their own calendars, and apply different thresholds for acting while a question stays open. Two bodies reading overlapping literature and reaching two decisions is what those differences look like from outside.
Different questions
A permitted-list regime asks whether an authorisation should stand. A standing regulation asks whether there is a reason to amend it. Those are not the same question, and they do not have to produce the same answer.
Different clocks
Reviews happen when a programme schedules them, not the moment a paper appears. Two agencies can hold the same file at different points in their own cycles, which alone is enough to separate their positions by years.
Different thresholds
Systems differ in how much unresolved uncertainty they will act on before a question is settled. That is a policy choice written into law, not a disagreement about what a given study reported.
A permission is not a measurement. Withdrawing an entry from a permitted list records a decision an agency took on a date; it does not publish a number about what happens in the person eating the icing.
The same pattern of two markets, two rulebooks shows up across the colour additives. In the EU, products containing E129 must carry the statement “may have an adverse effect on activity and attention in children” under Regulation (EC) No 1333/2008, Annex V, while a US panel carries no such sentence — the labelling rule behind Red 40 is a requirement about words on a pack, and reading it as a verdict is the same mistake in a different aisle.
It also matters that nobody official ranks additives on a scale. There is no regulator anywhere that issues a numeric risk score for food ingredients; the scores in scanning apps are private compilations, they are built on different rules, and they disagree with one another on the same substance. What regulators publish are permissions, conditions and labelling requirements, and those are the only hard statements this page repeats.
The three names the same substance travels under
One material, three printed forms. Food panels use the words titanium dioxide or the European number E171, cosmetic and toothpaste labels use the colour-index number CI 77891, and ingredient databases often carry a parenthetical variant such as titanium dioxide (color). All four strings point at the same pigment.

A collective phrase such as “colour added” is the case worth flagging, because the panel then tells you a colour is present without telling you which one. That is a genuine gap in what the label discloses, and a checker that quietly counts the phrase as nothing found is answering a question the pack never answered.
How to spot it on a pack
Colours sit near the end of an ingredient panel, after the bulk ingredients and usually beside the preservatives and flavourings, so a quick glance at the first three lines misses them entirely. Reading to the end of the list, and reading numbers as well as words, catches nearly every case in one pass.

Read to the end of the panel
Colours are near the bottom because ingredients are listed by weight. Stopping at the first few names is the single most common way the pigment is missed.

Search for the number, not only the word
E171 on a food pack and CI 77891 on a cosmetic are the same substance as the words titanium dioxide. A pack may print the number and never the name.

Start with the opaque whites
Icing, gum shells, coated sweets, chewy candy, dressings and some sauces are the products where opacity is the point, so that is where a white pigment is most likely to appear.

Read a collective phrase as unresolved
When a panel says only that colour was added, the answer is that the label does not say. Recording that as unknown is more accurate than recording it as absent.

Cosmetic use runs on a separate rulebook
Titanium dioxide in a toothpaste, a foundation or a sunscreen is regulated as a cosmetic ingredient, not as a food additive, and the two regimes keep separate lists with separate conditions. That is why the substance can be off one list and on another at the same time in the same jurisdiction without anything being contradictory.
On those labels the name is CI 77891, and the pigment is doing a related job: opacity and coverage in a foundation or a toothpaste, and light-scattering in sunscreens where it is used as a UV filter. The function overlaps with the food use, the exposure route does not, and the paperwork governing each is written by different instruments.
The practical consequence is small but easy to get wrong. A change to a food list does not automatically move a cosmetic list, so a headline about food is not information about the tube in the bathroom cabinet, and a scanner that mixes the two vocabularies will tell you something neither rulebook says.

A label check answers one narrow question: which named additives appear in this panel, and what do the regulators say about each in writing. It cannot tell you how much of anything a recipe holds, it cannot weigh a whole diet, and it does not produce a verdict on a brand’s product.
